Gaines M. Crook was a registered Professional Engineer licensed to practice electrical engineering in the State of California. He was an engineering expert on electromagnetics and electromagnetic effects having spent the better part of his career designing, building, and testing scientific experiments and devices which used, manipulated, or suppressed the effects of magnetic fields.. This paper reflects his "professional opinion" in regards to the claims that UFOs or UAPs use "electromagnetics" to achieve the effects reported by witnesses.
This final part is and evaluation of the observed / reported effects which were originally cataloged and reported in "Mark Rodeghier, UFO Reports involving Vehicle Interference: A Catalogue and Data Analysis", Evanston, IL: Center For UFO Studies, 1981" as well as other cases which the author felt were "significant".

This was originally written in 1990 and is presented as a "historical document". Therefore no effort has been made to update or correct subsequent discoveries, research, or investigations.
I have renumbered the original references and made them "Part specific" for ease of reference. I have also made slight changes to the way that some of the information is presented and added additional notes for clarity.
There are several factors that I want to discuss before closing. If we assume that a technique of interference is electromagnetic, how are these effects implemented in the face of uncertainty factors to be encountered? One of the factors which would determine how hard it is to interfere with a vehicle is the area between the conductors which are carrying current; by this I mean the following. Suppose there are two wires going to an electrical device. There is always some area between them even though it is very tiny. It is this area through which electromagnetic coupling is effected.
This is the area with which we are concerned in my business[2] in the measurement of electromagnetic interference radiated by a piece of equipment. It is also the prime mode of coupling in the ability of equipment to be interfered with. This is a critical factor if any technique has its basis in electromagnetics. The wiring in an automobile is chaotic. Each make and model of car has different wiring exposing different areas of radio frequency coupling, yet there appears to be a consistency in the ability of all makes and models to be interfered with as if they were completely uniform!
What, then, can we conclude? We must be very careful in making any conclusions at this point. First, I think that we can safely say that some of the reported effects are the direct result of emission of electromagnetic fields from the UFO in several forms. The first is a wide range of radio frequencies the power of which can be prodigious. There is also evidence of electric and magnetic fields of which some were either DC or low frequency. There is also evidence of the emission of ultra violet, of which I have not discussed in this report but ultra violet-like effects have been reported often.
In the study of the stopping of internal combustion engines, cutting off headlights, and interrupting commercial electric power, I have concluded that the capability that best fits the reported effects is that the UFO intelligence has a method of remotely interrupting electrical currents which we cannot explain by presently known electromagnetic interactions. After having put this paper into what I expected to be the final draft, something occurred to me which may have a bearing upon this seeming ability of the UFO intelligence.
Eleven years after Maxwell published his electromagnetic theory, Oliver Heaviside and John Henry Poynting independently derived what is today called the Poynting power flow theory from Maxwell's work. This was five years after Maxwell's death in 1879. The Poynting power flow theory describes the flow of power in electrical circuits in conductors as well as in space. Today it is used primarily to describe the flow of radio frequency power radiated from antennas.
We normally think of DC or low frequency AC power flowing in a wire as just the flow of electrons in the wire but the Poynting theory includes the flow of DC and low frequency AC power in wire circuits and describes it quite differently and to me with much more meaning. The difference between this and the transmission of electromagnetic waves in space is that the displacement current portion of the equation is not effective in the case where the power is flowing through a conductor.
This theory tells us that instead of the power flowing down the wire as we normally think of it, it is stored in the electric and magnetic fields in the dielectric outside the wire and flows into the wire sideways as the power flows to the other end of the circuit![3] I consulted twelve texts and references which mentioned the Poynting theory and found its implications as applied to wire circuits mentioned in only four, seeming to indicate that this portion of the theory is rather obscure or is not considered important by the various authors. Two of the four have the electric field vector in the wrong direction! The fact that the power flow is described in terms of the electric and magnetic fields implies that the power flow might be interrupted by interrupting the fields. How one interrupts a field remotely, I don't know.
I have had a lot of experience in "nulling" magnetic fields, but in this case one can null or "buck out" only the portion of a field over a certain region. As an example, suppose one wants to null out Earth's magnetic field at the center of a coil, then one might point the axis of the coil parallel to the Earth's magnetic field vector and apply a current of the proper polarity and magnitude.
The field along the center of the coil will then be nulled but the field in other regions will not be nulled and in some regions external to the coil will be increased. AC fields can be nulled only by an AC field of the proper frequency and phase and is somewhat difficult. Nulling fields will not disrupt a steady electric current.
If this scenario were true, then I would say that the current interruption technique is the only intentional method the UFOs have of true electromagnetic interference. The other electromagnetic effects are the result of incidental radio frequency and perhaps DC electric and magnetic fields that are associated with the organization of the UFO.
I have also tentatively concluded that the engine seemingly restarted by themselves may have been restarted by the percipient but due to their dazed mental condition they did not remember doing it.
Some of the reported sounds may have been placed directly in the minds of the percipient by the UFO intelligence.
Remote manipulation, sci-fi "tractor beams", and the bending of light beams are definitely not electromagnetic and I don't know what they are.
Another thing that emerges from this study is that if the UFO intelligence is able to selectively manipulate things which our limited power of analysis tell us is inconsistent with what we think we know about physics , how do they manage to do it? How do they interfere with a vehicle engine without interfering with the lights and vice versa? Do they just implement the controlling influence and let the uncertainty factors determine whether or not it will work?
Throughout this paper, I have used the term, "organization of the UFO". I used this term because, contrary to the common conception, I do not make the primary assumption that UFOs are machines in the same context which we think of machines. This assumption is commonly made because of the predominance of the machine in our culture. There is no way we can know at the present time what form of organization it has. It may not make sense to us if we did know. If UFOs are indeed alien, those of you who think UFOs are nuts and bolts hardware with only foreign threads will be highly disappointed. Do not be mislead by the tendency of some writers to oversimplify their nature.
The UFO intelligence appears to be alien. Not the anthrocentric sci-fi storybook alien, but so different until we do not even have concepts to frame a question as to what is going on, much less answer the question. Contemporary science is of little use in understanding the problem, not only because the UFO intelligence is "advanced" from our standpoint.
Another simplistic anthrocentric view that assumes all intelligences must follow the identical path of "progress" that mankind has taken and will take, but because there is no reference from which we can start. All that we can safely say is that a UFO is an organization encompassing fantastic energy, directed by an intelligence that we cannot fathom and with whom we cannot communicate.
It may or may not involve physical matter even though it definitely produces physical effects. It is impossible to make any meaningful assumptions about their nature except that it appears to have no connection with our frame of reference. It certainly does not fit the threadbare popular concept of a sci-fi "ET". A big part of their visible characteristics appears to be intended only to mislead and confuse us.
If we are to be at all successful in the application of what little science we know to solving the UFO enigma, we cannot treat UFOs as we would a natural phenomena in our application of scientific inquiry. We must treat it as an intetelligent aggressive advisary that has masked its true nature and blocks our inquiry at every turn.
With relation to anything observed in connection with a UFO, we must also consider the possibility that the ability of the observer to correctly perceive and remember what happened may have been impaired. If this is indeed the case then details of encounter reports may do more to confuse us than inform us. An impaired state of the observer's perception must surely account for many of the mysteries associated with UFOs, even though it would seem rather ludicrous to try to attribute all effects to that. I would like to be able to assign all of the most incredible of their reported capabilities to this cause, but we cannot honestly do that either, because we have no actual proof that is the case.

17. 422; The driver pointed a spotlight at a UFO and it grew as large as a 20 story building!
18. 436; An audio tape in a tape player in a car which had no erasure mode was erased.
19. The diversity with distance of the ability to stop car engines is demonstrated by comparing #362 which was stopped with the UFO 6 feet from the car and # 398 where it was estimated to be 1.5 KM (4920 ft.)
12. It is noticeable that some of the peculiar effects observed were more similar during a particular time of occurrence frame.

In reviewing and classifying the reports cataloged in Rodeghier [1], there are four categories out of the eighteen where I have judged that the interaction as being most definitely electromagnetic, two categories where it could have been either electromagnetic or "other" and twelve categories where the cause was unknown. Additionally, The total number of events counted for electromagnetic was 22, the total events counted for either electromagnetic or other was 24, and the total number of events which were not electromagnetic was 257. At this point the numbers are of little importance except to remind us that our understanding of the technical basis of the UFO phenomena is very slight indeed.There are several factors that I want to discuss before closing. MISCELLANEOUS NOTES OF UNUSUAL HAPPENINGS

3. 108 Hydraulics on a tractor shovel loader would not work while UFO was present.
4. 133 UFO occupant told driver to try engine again and it started.
5. 156; House lights as well as car lights failed.

7. 192; Man's arm was drawn to the roof of the car so powerfully until he couldn't release it.

16. 377 Driver of car lost control of car . Controls would not respond even thought the car was traveling at i60 KM/H. this went on for 3 1/2 hours. The odometer registered only 17 KM travelec and the gas tank was almost full.
17. 422; The driver pointed a spotlight at a UFO and it grew as large as a 20 story building!
18. 436; An audio tape in a tape player in a car which had no erasure mode was erased.
19. The diversity with distance of the ability to stop car engines is demonstrated by comparing #362 which was stopped with the UFO 6 feet from the car and # 398 where it was estimated to be 1.5 KM (4920 ft.)
12. It is noticeable that some of the peculiar effects observed were more similar during a particular time of occurrence frame.
